Policy 907 – School Visitors

Category: Non-employees making short-term visits with little or no interaction with students.

Oversight

• Building administration

Who

• Non-employees
• Citizens and community members
• Evaluators scheduled and approved by the Local Education Agency (LEA) to observe or test a student

Requirements

• Identification verified through the building's Raptor Visitor Management System
• Valid driver's license or approved identification
• Visitor badge issued by the school office
• Visitors must check in for every visit
• Visitors must be escorted at all times

Procedure

• Follow School Board Policy 907 visitor procedures.
• All visitors must check in through the building's Raptor Visitor Management System for every visit.

Policy 916 – Volunteers 

Category: Non-employees working alone with students.

Oversight

• Building principals or guidance office

Who

• Individuals working more than 10 hours per week with students
• True volunteers
• Volunteer coaches
• Homeroom parents
• Office support for athletics and school activities
• Field trip and bus activity chaperones
• Guardians or parent providers
• TSS providers
• Personal Care Assistants (PCAs)
• Private nurses
• One-to-one support coordinated by a parent or guardian

Note: FBI fingerprinting is waived for Pennsylvania residents who have continuously lived in Pennsylvania for the previous 10 years. 

Required Clearances

• Child Abuse Clearance (must be dated within 1 year.)
• Pennsylvania State Police Criminal History Check (must be dated within 1 year.)
• FBI Fingerprinting (must be dated within 1 year.)
• Act 24 Arrest/Conviction Report
• Disclosure Form (for Pennsylvania residents eligible for the FBI fingerprint exemption)
• Tuberculosis (TB) test if working more than 10 hours per week with students (dated within 90 days)

Procedure

• Clearances submitted and certified through the district remain valid for five years.
• Guardian/Parent Provider clearances dated within five years but more than one year old may be certified with an agency letter.
• Student teacher badges must be returned to Human Resources on the final day of placement.

Policy 818 – Contracted Services Personnel

Category: Non-employees contracted through an agency.

Oversight:

• Pupil Services/Special Education Department
• Facilities Department
• Building Principals and Directors
• Curriculum Department (student teachers)

Who:

• Non-employees contracted through an agency.
• Contracted staff (examples include MCIU, YMCA, contract nurse, window installers, lighting people, etc.)
• Is an individual independent contractor; and has or will have direct contact with children.
• Is employed or offered employment by an independent contractor or a subcontractor of an independent contractor; and has or will have direct contact with children.
• Student teachers
• Contracted mental health providers

Clearances Required:

• Child Abuse Clearance (must be dated within 1 year)
• Pennsylvania State Police Criminal History Check (must be dated within 1 year.)
• FBI Fingerprinting (must be dated within 1 year.)
• Act 24 Arrest/Conviction Report
• Tuberculosis (TB) test if working more than 10 hours per week with students (dated within 90 days)

Procedure:

• Clearances submitted and certified through the district remain valid for five years.
• For contracted service personnel, clearances dated within five years but more than one year old may be certified with an agency letter.
• The district department or supervisor overseeing the contractor must notify Human Resources when the contractor no longer works at the District. 
• Any district-issued badges must be returned to Human Resources.
